Biography: Jean-Baptiste Guiffard is a post-doctoral researcher at Telecom Paris (CREST, Institut Polytechnique de Paris) and a research associate at UMR Développement et Sociétés. He holds a Ph.D. in Economics from Université Paris-1 Panthéon-Sorbonne, where his thesis focused on the socioeconomic impacts of broadband internet, particularly in developing regions. His research interests lie at the intersection of digital economics, development economics, and industrial organization, particularly on evidence-based policy and economic impact evaluation. He has published in ranked journals, including Telecommunications Policy, and has experience as an economist in regulatory affairs at Orange. Jean-Baptiste’s current research includes examining the role of high-speed internet in firm performances and protest dynamics across Africa, as well as assessing the welfare implications of mobile spectrum allocation.
